The Arena Fonte Nova is also shortlisted as a venue for the 2013 Confederations Cup, the World Cup dress rehearsal held a year before the finals.
However, it could now suffer the same fate as stadiums in Brasília, Belo Horizonte, Recife and Rio de Janeiro – all of which have been hit by industrial action.
FIFA general secretary Jérôme Valcke praised Salvador on their preparations only two weeks ago on a tour of Brazil but, behind the scenes, workers are reported to be unhappy over wage deals and have threatened strike action.
In Recife workers have been on strike for a week.
Meetings between their representatives and consortium managers have so far failed to reach an agreement.
